The main instrument of control and limitation of criminality is the safety policy of the state. Its part is the policy of prevention of criminality that deals with the causes of criminal activity and other socially pathological phenomena and limitation of opportunities and motifs for their development, especially, by non-repression means. It includes all activities developed by state, public-law and private-law subjects that are oriented at influencing criminogeneous conditions, at potential offenders and at potential and factual sacrifices of criminal activity. The aim of preventive policy is the decrease of the extent and serious nature of criminal activity and increase of the feeling of safety of the inhabitants.

The basic instrument of prevention of criminality is mediation of information about the dangers of threatening by different forms of criminal activity and about the possibilities and ways of protection against it. As to the content it is a wide spectrum of information that relates to the state, development and types of criminality in the localities, risk ways of behaviour, explanation of the sense and advantages of securing property, etc. The objective is to increase information of the inhabitants and motivation for an active approach to ensuring own safety and protection of property.
