Programme Declaration of Municipal District Council (pdf file - in Czech)

We, the Members of Municipal District Council Prague 10, being aware of the responsibility for the management and operation of our Municipal District, intend to fulfil the election programmes, within maximum extent, on the basis of which we were duly elected to our functions. The Council of Municipal District Prague 10 links up to the results of work of local administration from the previous election period. Its aim is for Municipal District Prague 10 to be a place where we all will live well. The programme Declaration of Municipal District Council Prague 10 for the period 2006–2010 ensues from the knowledge of the needs of the citizens of the Municipal District, is based on the activity of specialized Council Commissions and Board Committees and includes substantial items of programmes of political parties ODS, ČSSD and SZ.

Particular Objectives and Projects

Communication with the Citizens

• The basis of fulfilment of our objectives expressed in our election programmes is to maintain the standard and quality of the Authority of Municipal District Prague 10 set in the past election period and, in parallel, continuously support initiative for further improvement of its quality. The objective is a friendly and effective authority.
• We will introduce a mobile authority that would enable the seniors and handicapped to discharge common formalities, such as exchange of documents or services of a Notary, directly at home.
• We will continue to publish the paper “Prague 10” and see to an improvement of its quality.
• The city hall does not forget the seniors and congratulates regularly to the citizens celebrating a jubilee, to the citizens who achieve the age of seventy and more, to spouses on the occasion of jubilee weddings.
• The communication with the citizens begins with the newly born babies already who are ceremonially welcome as new little citizens of Prague 10.
• We will create new web pages of Municipal District.
• Within the framework of SIR (Centre of Information about the Development of Prague 10) we will inform the citizens about significant constructions of Prague 10.

The Field of Housing and Flats Management

• One of our main objectives is to continue in and complete the privatization of apartment houses according to the principles approved by Municipal District Board of Prague 10 in 2003.
• We will continue taking care of quality management of the housing fund, with the priority being control activity in that field. The objective is an effective management of the housing fund and guarantee of a good standard for the tenants of those houses. A part will be the setting and start of a quality House Registration System.
• We will continue allocating transparently the free flats that are in the ownership of the Municipal District.
• We will maintain selection procedures for the lease of selected municipal flats under in advance clearly determined conditions that will be repaired by the winning applicant at his costs.
• We want to continue paying attention to public procurements and all selection procedures performed by the Municipal District. The objective is to maintain transparency and consistent control in the course of and after the completion of each undertaking.
• An inevitable and important part of flats management is the work with claims. The objective is an improvement of quality of registration of claims and permanent, everyday pressure on the debtors. So an increased successfulness is ensured in recovery of claims.
• The increase of rental in municipal flats will fulfil the coefficient of increase of rental valid in the whole state. A model will be created and applied that will take account of the social situation of the tenants.
• The construction of low-area flats and repairs of free flats will continue.
• We will continue creating conditions for the construction of new flats, including garrets.

The Field of Development

• We will complete the reconstruction of the Vršovice small castle, including new representative ceremonial hall.
• We will complete the complex reconstruction of the Medical Institution for Patients with Long-term illness and we will establish a modern rehabilitation centre there.
• We will perform an essential reconstruction of the cultural house Eden so that a new cultural centre of Prague 10 might originate there.
• We will complete the unique sports area Gutova - skatepark, climbing wall, skating rink and multi-purpose sports area will be completed by water world.
• We will make use of the elaborated municipal planning background materials (zone-planning study).

The Field of Education and Culture

• The Municipal District will continue in supporting the improvement of quality of the conditions for education.
• Funds will further be looked for within the framework of the Municipal District budget for the strengthening of budgets of the established schools in the field of textbooks and teaching aids.
• We will create conditions for system solution of the problems of teaching foreign languages at nursery schools free of charge.
• We will continue in inclusion of handicapped children into pre-school and school facilities.
• We will finance investment undertakings and repairs in the school buildings.
• We will support the profiling of basic schools and competition educational environment that will enable the schools, their teachers and directors, within the framework of valid laws, to have higher level of independence of the pupils and their parents to have a wider possibility of choice.
• In the form of grants we will continue in supporting quality projects of making use of leisure time as the main prevention against dependency and criminality.
• The Municipal District will further continue in developing mutual understanding and handover of experience from partner towns – Ballerup (Denmark), Prešov (Slovakia), Nyíregyháza (Hungary) and Jaslo (Poland), especially for the benefit of civil activities, schools and social institutions.

The Field of Budget and Finance

• We will strive for an increase in cash flow between the Municipal Authority of the Capital of Prague and Prague 10 for the benefit of the citizen of Prague 10. One of the important items will also be the drawing of financial means from EU funds. We will orientate at elaboration of projects usable for financing of the Municipal District development.
• We will compile a balanced budget and will manage so that we might accomplish all important investment priorities of development of Prague 10.
• We will make economical and effective use of financial means of Municipal District Prague 10.

The Field of the Environment

• We will concentrate on the maintenance and renewal of municipal green areas and parks so that they might serve the citizens for rest.
• We will plant a tree for each newly welcome small citizen of Prague 10.
• We will support revitalization of the Hamerský Pond.
• By control activity we will ensure that cleanliness is maintained on the pavements, in the streets, close to underground stations, in parks and at other places.
• We will build new playgrounds and will maintain the existing ones regularly.
• We will support the projects and construction of new cycling paths.
• We will support the origin of the “Guide through the Verdure of Prague 10”.
• We will organize and support events on the theme of protection of the environment for the wide public and will motivate the citizens for recycling.
• We will assert ecological aspects in the exchange of the fleet of vehicles of Municipal District Prague 10.
• Within the framework of functioning of the Authority of Municipal District Prague 10 we will continue in maximum recycling of waste and saving energy.

The Field of Transport and Safety

• In the next period attention will be concentrated on the problems of solving street criminality. We will strengthen the presence of policemen day and night, we will monitor consistently all risky places in the streets of Prague 10. We will ensure larger safety of pedestrians. We will install other safety elements, such as slow-down strips, roundabouts, illuminated pedestrian crossings, etc..
• Road transport in the territory of the Authority of Municipal District is on the verge of sustainability. The situation requires a conceptual solution of those problems. Stress will be laid, first of all, on the solution of transport at rest. It means parking of vehicles both in special parking houses and on the roads. The solution must also include the problems of supplying.
• With the aim of improving the current situation attention will be paid to the organization and management of transport. We will strive for an extension of light-controlled crossroads, an adjustment and restoration of traffic signs and completion of the construction of the internal information system. When permitting closures on the roads network we will consider the submitted applications consistently with the aim of shortening the time of closures to the inevitably necessary time.
• The Council will direct its work at the coordination of all elements that influence, by their activity, the safety and health of the citizens. It is, first of all, the Police of the Czech Republic, Municipal Police, Fire Rescue Corps and Medical Emergency Service.
• Further, we will continue in equipment of the Municipal Police with technical means.
• In the field of traffic prevention we will concentrate on the traffic education of children at schools and playgrounds.

The Social Field

• The social system must work for the benefit of the actually socially needed.
• For the benefit of the health handicapped citizens and seniors we will continue in barrier-free adjustments of roads, pavements, pedestrians crossings and accesses to public buildings.
• We will ensure an extension of emergency signalling services and other social services directly in the households of the seniors. We will support the development of home care services.
• Within maximum extent we will support the offer of cultural, sport and recreational activities for our seniors.
• We will further provide a contribution for personal assistance for the families with children with heavy health handicap from Prague 10 to make their integration easier into schools and school facilities.
• Within the framework of drawing financial means from EU structural funds our attention with continue to be concentrated on the integration of health afflicted citizens to the labour market.
• We will ensure the operation of the Asylum House for mothers with children in Prague 10 also for this period.
• We will continue in the accomplishment of the project of social services community planning with the aim to create a network of accessible and effectively functioning social services in the territory of Municipal District Prague 10.
• We will elaborate the medium-term plan of social services development that will set, on the basis of determined needs of our citizens of Prague 10 in the field of social services, priorities of social services further development in the territory of our Municipal District.
• In the introduction of new legislation into practice, especially of the law on social services and of the law on assistance in material need, we will apply the most modern methods of social work with the clients (individual motivation procedures, activation plans).
• Within the framework of improvement of the approach of our authority to the citizens we will strive, in a targeted manner, also in the social sphere for an improvement of quality of social – legal consultancy and improve the information of our citizens.
• We will exert efforts for improvement of quality of work in the field of prevention of criminality the aim of which is, especially, the effort for decreasing the extent of socially pathological phenomena, especially, of street criminality and violent criminal activity.
• We will further carry out activities in the field of drug prevention directed, especially, at the minimization of use and misuse of drugs and other habit-forming substances.

All above-mentioned determinations are to be directed at Prague 10 being created as a pleasant place for the life of its citizens. We perceive our work as a service for the citizens, despite the fact that we are aware of the fact that the improvement of the municipality is a long-term, permanent and never ending process.
