Within the framework of elaboration of the general plan the basic background materials were the “System of City Cycling Paths” approved by the Council of the Capital of Prague for cycling traffic in January, 2008 and the proposal for lines of cycling tracks in the territory of Prague 10 elaborated directly by the representatives of the Municipal District. On the basis of those two materials, detailed passport of selected localities and discussions within the framework of work meetings the submitted resulting form of the general plan was stabilized.
Within the framework of the proposal drawn in the relevant graphic layouts are the individual proposed cycling paths, including detailed commentary on the possibilities of their lines in the territory concerned. The total system of the proposed lines is then jointly depicted in complex in one large format drawing, including marking significant targets and sources in the territory, recreational areas, city transport lines, SSZ, spatial layout of roads, supposed location of bicycle stands and potentially dangerous or problematic places from the point of view of traffic of the bicyclists.
The system of cycling paths in the territory of Prague 10 was divided into four basic types:

backbone lines ensue from the “System of the City Cycling Paths”

the main lines ensue from the “System of the City Cycling Paths”
-
the backbone lines recommended by Municipal District Prague 10 for completion to the “System of the City Cycling Paths”
-
the lines recommended by Municipal District Prague 10 as completing to the network of main cycling paths ensuing from the “System of the City Cycling Paths”
In the course of elaboration the proposal was consulted with the representatives of the surrounding municipal districts the territory of which the cycling paths entered directly that are proposed as completing to the basic system of the “System of the City Cycling Paths”.
AIM OF THE PROJECT AND WAY OF ELABORATION
The basic aim of the project is to design a network of cycling lines so that the attractiveness of bicycle riding through the city might increase, especially, from the points of view of comfort and safety of bicycle riding, namely, both for recreational rides and long-distance ones (with connection to the City network), and for journey to school, work and other everyday journeys.
Respected within the framework of the design is the City network of backbone and main cycling lines that is completed further by a number of other lines so that the necessary density of the network might be achieved that complies with the actual needs of the bicyclists.
Within the text and graphic parts of documentation all lines are described from the point of view of possibility of their spatial arrangement, collision places, possibly also forced measures without the accomplishment of which the lien of cycling line is not possible. Within the framework of the submitted project, however, the individual lines are not completed in detail from the point of view of the project, only their location and direction line are stabilized. Detailed technical details of their arrangement will be solved within the framework of the linking up stages of project documentation, respecting the principles provided for within the framework of the general plan.
The lines are bound to significant sources and targets in the territory, within the framework of their lines the so-called continuity of the line type should be respected consisting in the effort to use, within one line, a unified way of lines of the cycling path through the territory in compliance with spatial possibilities.
Preferred in the design itself of the cycling lines should be segregated cycling traffic.
In case it is not possible, it is necessary to propose mixed traffic in the order:

cycling traffic with pedestrians' traffic
-
cycling traffic with car traffic with reserved lanes for bicyclists
-
cycling traffic as a part of road traffic
The proposed cycling lines have their logical continuation in the territories of the surrounding municipal districts. The backbone and main lines are stabilized within the extent of the whole City, the system of completing main lines that exceed the borders of Prague 10 was consulted during elaboration with the representatives of the municipal districts concerned – namely, with Municipal District Prague 3 and Municipal District Prague 15.
Within the framework of the proposal tips were given for the localities suitable for the establishment of small circuits suitable for the parents with children (the so-called “family friendly”) that fulfil the functions of recreation and rest. Those places are located near parks and larger recreational territories, their suitable accessory are, e.g., playgrounds and similar facilities.
The lines of some proposed cycling paths cross the territory that is not passable for bicyclists at present (and the other traffic). In those cases that fact is pointed to within the accompanying description of the line of the path. Making those sections passable is counted for the future within the gradual urbanization and recultivation of the concerned territory.
In the territory of Prague 10 tips were further given for the localities that are suitable for the location of bicycle stands.
In the graphic annexes all of those places are marked duly. Marked are also the existing one-way roads that are intended for the future for making two-direction roads for cycling traffic.
CHARACTERISTICS OF STARTING CONDITIONS IN THE TERRITORY OF PRAGUE 10
Municipal District Prague 10 is located in the south-eastern part of Prague, it neighbours directly with 7 other municipal districts – namely, Prague 2, 3, 4, 9, 11, 14 and 15. The total area of the territory of Prague 10 is 1 876 hectares. Participating in that area are 9 cadastral territories, in the territory of Prague 10 the total of ca 111 thousand of inhabitants live. The history of Prague 10 as a whole dates back to 1966, when 10 independent districts originated in the capital, in 1994 the present Prague 15 separated.
At present, no continuous cycling line or path is marked in the territory of Prague 10.
Counted for the future within the City system is putting into operation of several backbone lines that will be completed by several other main cycling lines. In particular it is the backbone radial line A23 passing through the territory of Prague 10 in the area of Vršovice and Záběhlice. Further then line A24 that is led through the territory of Prague 10 in the area of Vinohrady and Malešice. Considered for the future in the tangential direction is the line A42 passing from Vinohrady through Vršovice in the direction to Záběhlice and line A43 in the direction from Malešice to Strašnice. The system of backbone lines is then to be completed by the main line A230 (in the relation Strašnice - Vršovice) and line A234 (Záběhlice - Strašnice - Malešice). Along the eastern border of Prague 10 then pass, in parallel with Průmyslová Street, the linking up main cycling lines A236 and A246.
In the near or far future all those lines will be established in the territory of Prague 10.
Most elaborated from the point of view of the project is line A23 in the area of Záběhlice, the project documentation is now at the stage for the territorial decision. The linking up part of that line passing through Vršovice is at the stage of study elaboration of implementability. Elaborated further from the point of view of project is the establishment of reserved cycling lanes in the Streets Vršovická and V Olšinách. So far their operative establishment is counted with in the sections between the crossroads where cycling lanes may be accomplished only by a change of the existing traffic signs (horizontal and vertical ones). The linking up sections, especially the points of light controlled crossroads will be solved subsequently.
Apart from the above-mentioned measures, the preparation is at the stage of projection preparation of the cycling line passing through Vinohradská and Počernická Streets (a part of line A24), when the establishment is supposed of reserved cycling lanes in the main traffic space (it applies, especially, to Počernická Street). Within the framework of elaboration of the general plan, however, it was recommended to lead line A24 through Streets Nad Vodovodem and Káránská, the line through Počernická Street is marked as alternative within the framework of elaborated documentation.
Projection works on other lines in the territory of Prague 10 have not been started yet. From the point of view of the whole City, in the definitive state ca 411 km should be established in Prague within the framework of backbone cycling lines and other ca 265 km within the framework of the completing main lines. The territory of Prague 10 is an inseparable part of that whole. The system of City cycling lines was approved in the original form in 1993 by the Council of the Board of the Capital of Prague (RZHMP) and was reflected to the Municipal Plan of the Capital of Prague of 1999.
In subsequent years the proposal was gradually adjusted and developed further to the present form. Used as background materials for the elaboration of the submitted general plan were the data of January, 2008.
