Short Content of the Project
The project is oriented at the question of further education of the clerks and employees of Municipal District Prague 10 included to the Authority of Municipal District Prague 10. The intention is the creation of complex three-stage e-learning programme of further education of the clerks and employees in public administration based on the MS Class Server system and the introduction of e-learning as an effective method of further education. This educational programme will be structured according to the educational and career plans of the clerks and employees and will consist of separate, newly developed modules oriented at general and narrow specific education.
Within the framework of the programme as a whole these modules will be divided into categories:
BASIC – it will include e-learning modules that will relate to the basic knowledge and skills. This stage will be intended for all clerks and employees and its passing will be included as mandatory to the plan of education of each clerk and employee.
They are:
STANDARD – it is an extension of the category Basic and will include further, professional and specialized e-courses that will so far be optional for all clerks and employees and will serve for increasing personal knowledge and skills.
They will be, first of all:

language courses (English, German, French)
- computer knowledge at ECDL level – start

SW e-manuals (e.g., MISYS, Vita Building Authority and Vita Offences) that will serve active SW users and for quick training of newly accepted clerks and employees.
ABOVE-STANDARD – it will comprise the fields that will be the superstructure of the stage Standard. It will be intended for specialized completion of training of selected clerks and employees or those who will pass the training at the previous stages and will be interested in an extension to the next stage.
It will include the following modules:
- higher levels of the knowledge of languages

computer knowledge at ECDL level - complete

e-learning courses of development of managerial skills, e.g., Management in Public Administration, Public Relations, Management of Information in Public Administration, Public Administration and Regional Development, Creation and Assessment of Projects in the Public Sector

e-courses oriented at the problems of EU, e.g., the European Union, EU Policy, etc.
A part of the educational programme will also be SW e-manuals that will be elaborated in the form of e-learning and that will enable, especially for the newly accepted clerks and employees, to become acquainted quickly with new SW´s that are used within the framework of the authority.
Apart form the creation of the educational “content” within the framework also training of lecturers for the use of e-learning modules will be performed (10 workers) and pilot verification of the educational programme quality (100 workers).

The accomplishment of the project was ended on March 31, 2008. The results and experience from the project were presented at the press conference on March 21, 2008.
Within the framework of the project 20 e-learning modules were created, including 3 e-manuals for software used by the clerks of Municipal District Prague 10. In the future they will serve for further professional education of the employees and deepening of their knowledge.
Trained were 10 e-learning Managers who were active as lecturers during the pilot verification of the created modules.
Testing was performed within the framework of the Authority of Municipal District Prague 10 and participating in it were ca 100 clerks. Within the framework of sustainability of the project the modules will be maintained and updated. They are fully available for all employees of the Authority of Municipal District Prague 10.
In parallel, Municipal District Prague 10 decided to follow up with this project by further 2 projects, E-chance and GET IN. E-chance is a project of combined education for disadvantaged groups of citizens in Prague 10. We prepared the project GET IN in cooperation with the civic association Hospodáři Praha and it should serve for compilation of educational programme for self-employed persons and employees of micro-enterprises.
